The TSR of the ground-based tilted wind turbine as a carousel would be low, for a relatively high torque and a low power, as specified in a previous comment.

The idea is simple: using the tilted carousel as a tilted wind turbine. Said wind turbine can have some lift but it is not mandatory. For a more or less equivalent material quantity, perhaps some power (not much) and above all much torque could be added with fat and robust blades rotating at a low TSR of 2 or 3 to allow the gliders sweeping a large wind area. The additional torque by the ground-based wind turbine could help the flying gliders or rotors to act the ground-based generator, with the potential to increase the range and the swept area.
