A large part of the force is lost due to the traction exerted on the anchored pulleys instead of actuating their rotation. Thus a minimal part of the force is applied to the displacement of the skateboard.

It is obvious that the “minimal part…” is referring in a “large part…”. This has nothing to do with the “zero-point-energy” which is out of context (Zero-point energy - Wikipedia).
