An interesting video, shows how to make a hydrogen-filled balloon less dangerous by installing a second layer around the balloon, inflated with nitrogen on top and carbon dioxide on the bottom. The experiment seems to show that this extinguishes a flame on contact by suffocating it due to the absence of oxygen when the gas escapes.

This technique, mentioned in the same comment cited for Torus surrounding one or more wind turbines, could maybe also be applied to the subject of the current topic: Torus surrounding a rope-drive wind turbine.

If the wind turbine with rope-drive transmission actually turns out to be lighter than a conventional wind turbine, then the first two variants (torus alone or with a lifting kite (sketch below) might be enough if the described process proves safe for hydrogen use.
